Dr. Manuel Otero is Director General of the Inter-American Institute for Cooperation on Agriculture (IICA), re-elected for the period 2022 - 2026. Veterinary Doctor (UBA), Master in Agricultural Development (University of London) and in Animal Production (CATIE). With more than three decades at IICA, he has held key positions as Representative in Brazil and Uruguay, Director of Programming and Evaluation, and Advisor to the Director General.
His management has focused on modernizing IICA, strengthening strategic alliances and promoting sustainable agricultural development in its 34 Member States. He has led the articulation of regional positions in global forums such as the UN Food Systems Summit and COP27. In addition, it has promoted intercontinental dialogue with Africa and its participation in global food security.
Recognized for his leadership, he is a member of the Council for the Global Future of the World Economic Forum and has been awarded by Paraguay the “Don José Falcón” National Order of Merit and an Honorary Doctorate from CATIE.
