Recognized Colombian leader in environmental sustainability and climate action, with more than two decades of experience in public management, environmental governance and territorial development.
He was Minister of Environment and Sustainable Development of Colombia (2020—2022), from where he promoted the Climate Action Act, carbon neutrality, Green Taxonomy and the expansion of terrestrial and marine protected areas. Previously, as mayor of Montería, he led an outstanding process of urban and environmental transformation.
He has held strategic positions in the National Government and has collaborated with multilateral organizations such as the IDB, UN-Habitat and CAF. He is currently a Senior Fellow of Conservation International, Ambassador of Mangrove Breakthrough and representative in Colombia of the Adam Smith Center. Since the Mangrove Breakthrough, it has helped to mobilize commitments from nearly 40 governments and to advance the integration of mangrove actions into climate policies and innovative financing mechanisms.
